The original key wears over time causing excessive play in the rotor, changing to a new key can help remove some of that excessive play.  The rotor should never be tight, it's normal for it to have movement. If it's excessive, it's due to a either a worn key, worn keyseat (slot in the shaft) or a worn keyway (slot in the rotor) or a combination of wear in all 3.
